This position implements and manages the provision of investigation services and the supervision of individuals under supervision by Department of Corrections (DOC) personnel; manages Special Supervision programs (Intensive Supervised Release (ISR), Challenge Incarceration Program (CIP) and Conditional Release Programs (CRP) throughout the state; monitors correctional services provided by county court services and Community Corrections Act (CCA) counties; coordinates correctional activities with other DOC work units in the Community Services Division and Facility Division; acts as a correctional resource person for law enforcement, state district courts, state and county corrections, and multiple and varied agencies statewide; and serves as liaison and representative of the DOC within a multi-county region/district of the state in regard to state laws and DOC policy.
*Work Location: The primary work location will be determined prior to job offer. Potential locations may include Thief River Falls or Roseau. The specific Minnesota work location will be determined at the time of appointment based on department business needs and employee considerations. This position may be eligible for hybrid/telework options.
Work Schedule: Work days are typically Monday through Friday, some non-traditional work days/hours may be required.
Travel: Travel may be required up to 20% of the time for this position.
Responsibilities include but are not limited to:
Directly supervise DOC professional-level, administrative support staff and Sentence to Service crew leaders.
Manage the delivery of Special Supervision programs throughout the district and apply evidenced-based practices to supervision, programming and correctional services within DOC districts according to statute, Predatory Offender Registration, departmental policy, promulgated rules and Minnesota Sentencing Guidelines.
Approve issuance of Apprehension & Detention orders and search requests according to prescribed procedures.
Develop and recommend new statewide correctional policy and programs in consultation with the courts, criminal justice and human services agencies, crime victims and the public, so that quality, person-centered, evidence-based correctional services are provided and the public is protected.
Develop, administer, and monitor the budgets of DOC Field Services District and contract offices within the district.
Represent the DOC in developing resources and recommending Special Supervision, sex offender strategies and correctional programming by providing technical and management direction to the various correctional delivery systems, as well as other criminal justice agencies, treatment providers, tribal officials, human service providers, and the public.
Develop, coordinate and/or conduct pre- and in-service training and career development plans for both DOC staff and county agents within the district and statewide.
Manage the delivery of the Sentencing to Service (STS) program(s) within the district and region.
Minimum Qualifications
To be qualified for and considered for this position, applicants must meet all of the minimum qualifications listed below. The following qualifications are required of all applicants seeking consideration for this position:
- One (1) year of supervisory experience overseeing Corrections Agents/Probation Officers that provide probation and/or supervised release services.
OR
- Three (3) years of advanced professional-level experience as a Corrections Agent Senior/Career or Probation Officer Senior/Career providing complex investigative, assessment, placement, supervisory, and coaching services.
Consideration will be extended to applicants who are employed by other jurisdictions that do not have a Corrections Agent Senior/Career or Probation Officer Senior/Career promotional process. Applicant must have three years of advanced professional-level experience equivalent to a Corrections Agent Senior/Career or Probation Officer Senior/Career
In addition to the above requirements, applicants must demonstrate all of the following knowledge, skills, and abilities:
Knowledge of evidence-based practices (EBP) sufficient to validate and ensure the quality of EBP assessment and supervision.
Ability to develop, coordinate and conduct pre- and in-service training and career development plans for DOC staff and county agents within the district and statewide.
Ability to formulate and administer an annual district budget for all offices within the assigned district.
Verbal and written communication skills sufficient to effectively correspond with the regional director, county officials, public, and staff on a daily basis.
Human relations and negotiations skills sufficient to negotiate, develop, and administer contracts for services and to collaborate with criminal justice agencies and citizen boards as needed.
Ability to develop and recommend new statewide correctional policies and programs in consultation with management, the courts, criminal justice and human services agencies, crime victims, etc.
Computer skills sufficient to work with word processing, database, and spreadsheet software to draft reports.
Ability to provide effective supervision to employees at various work locations.
Must have and maintain a valid driver‘s license.
Preferred Qualifications
The following qualifications are strongly desired of applicants seeking consideration for this position:
At least one year of supervisory experience overseeing Corrections Agents/Probation Officers that provide probation and/or supervised release services in a community setting.
Experience as a Corrections Agent Career or Probation Officer Career providing complex investigative, assessment, placement, supervisory, and coaching services.
At least 6 years of advanced professional-level experience as a Corrections Agent Senior/Career or Probation Officer Senior/Career providing complex investigative, assessment, placement, supervisory, and coaching services, with demonstrated skills in leadership, staff mentoring, and development of community partner relationships.
Experience developing, administering, and monitoring a budget.
Demonstrated leadership experience related to developing, implementing, coaching and advancing EBP initiatives.
