Job Summary

Directly support the Vice President (VP) and act as the VP as assigned. Responsible for the management and coordination of all operational service delivery at the Mark Center in Alexandria, VA. Operations include managing daily activities of personnel performing Site Maintenance, Vendor Management, Mechanical, Electrical and Plumbing Maintenance and Repair, Custodial Services, and IDIQ Construction Program. Develops and implements maintenance policies and programs. Recommend policy and planning for Mark Center operations as it relates to improved service delivery and operational systems. Identifies, develops and supports service positions to meet the needs of individuals with significant disabilities employed through or referred to Mark Center.

Primary Duties

  • Responsible for the day-to-day leadership of infrastructure operations and systems maintenance of a LEED-rated Department of Defense facility as directed by the Program Director.

  • Oversee daily operations of the IDIQ Program Manager, Site Maintenance Manager, MEP Project Manager and Custodial Project Manager, and supervise those who are SSI employees.

  • Review and analyze operational data for compliance with contractual performance metrics to drive innovation and operational improvements.

  • Establish a strong working relationship with Government clients to effectively manage expectations and meet or exceed BOS contract requirements

  • Coordinate and ensure the appropriate staff and supervisory personnel comply and enforce safety standards on the job site at all times.

    Additional Responsibilities

  • Drive quality into all operational deliverables.

  • Ensure operational effort is properly documented in the Computerized Maintenance Management System (MAXIMO).

  • Perform operational analysis of each job to include efficiency, effectiveness, timely completion, financial performance and overall customer satisfaction.

  • In the absence of the VP, assume the responsibilities of that position to include the daily operations of the assigned contact deliverables, interactions with facility building management and contracting personnel for operations, maintenance performance and modifications to service delivery.

  • Responsible for identifying and implementing best business practices in facilities management.

  • Conduct performance and project analyses and develop lessons learned to benefit future process streamlining and project execution.

  • Recommend, interpret and/or implement company and internal business policies and procedures, as well as develop and present project scheduling and other statistical reports at the direction of the VP.

  • With guidance/approval of the VP, actively manage the solicitation proposal, revisions or extensions to Task Orders throughout the life of the business opportunity or contract period of performance.

  • Actively participate in routine project status meetings, and IDIQ revenue and expense budgets at the contract level to insure accurate and timely projections.

  • Be available within two hours of notification during facility emergencies unless on approved personal time off.

  • Maintain complete contract awareness to be able to seamlessly perform Program Director duties as required.

  • Perform other responsibilities as assigned.

    Qualifications: Education, Experience, and Certification(s)

  • Bachelor’s degree with an engineering discipline required. Master’s degree with an engineering discipline preferred.

  • 8-10 years of experience with BS in an engineering discipline or 4-7 years of experience with MS in an engineering discipline required.

  • Five (5) years prior experience as a Facility/Public Works Manager required.

  • Prior experience with Government contracted operations strongly preferred.

  • Current TS clearance or ability to obtain required.

  • Professional Engineer certification strongly preferred.

  • Must be able to pass criminal and drug screening processes to meet current Company and/orgovernment legibility requirements that apply or become applicable to this position.

  • Per the PWS this position is a designated alternate for the Mark Center Program Manager and shall successfully complete all of the following National Incident Management System courses and provide proof of completion to the COR: FEMA IS-700: NIMS, An Introduction , ICS-100: Introduction to ICS, ICS-200: Basic ICS required.

    Knowledge, Skills, and Abilities

  • Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.

  • Complete understanding and application of O&M, Construction, and custodial project management principles, concepts, practices, and standards. Full knowledge of related industry practices.

  • Thorough understanding of CMMS and their application to facility maintenance operations required. Knowledge and experience using MAXIMO highly preferred.

The employee is occasionally required to scale ladders, walk and sit. The employee may occasionally lift or move products and supplies, up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus.

Work Environment

Typically the work environment is typical of an office, though occasional visits to job sites, exteriors in all weather conditions and equipment rooms are required. The noise level in the work environment is usually quiet, although occasionally may be exposed to equipment operations (e.g., loading dock area, mechanical rooms).
