The Minnesota Pollution Control Agency is looking for a person that’s passionate in helping improve enhance the water environment of Minnesota while assisting local governments finance improvements to their wastewater stormwater infrastructure.

This work assists with annual program reviews and creates a shared vision of needed program reforms with diverse external and internal stakeholders, and facilitating needed internal program updates as well as legislative change, administrative rule change, and enhanced relationships with external partners. This person will assist staff working with partners and communities to help identify, assess, and document existing wastewater and stormwater needs in consultation with funding agencies present potential financial assistance options. You’ll work with diverse parties and build alliances with include legislators, local elected officials, and the US Environment Protection Agency staff to propose and put into effect any needed administrative and legislative changes.

You will also support design and implementation of alternative solutions and an assessment of possible long-range impacts and policy implications of those potential decisions. You’ll also help coordinate the activities of consultants, planning groups, and governmental agencies at all levels; You will serve as one of the program and/or planning experts so that MPCA has a fully developed and integrated funding/planning program. The work often involves differing situations with unusual elements which requires a passion for searching for solutions.

You will explore options and establish goals for the current core funding programs as well as for new planning projects and areas with little procedural precedent to provide MPCA leadership with a comprehensive view of problems and operations. This position must be able to respond to and balance the many competing request for time and establish priorities correctly.

Minimum Qualifications

Two years advanced professional experience in an environmental regulatory or assistance program. Experience related to leading and administering environmental projects or programs from initiation through conclusion. (Advanced professional-level experience is equivalent to Environmental Specialist 3 level work).

Knowledge of state/federal water pollution regulations.

Knowledge of state rule making administrative procedures.

Preferred Qualifications

Knowledge of federal and state regulatory frameworks and their applicability to wastewater discharges: state and federal administrative procedures, and rules and regulations relative to permitting, and compliance activities including Administrative Orders, Administrative Penalty Orders, etc. and litigation processes.

Knowledge of public policy principles and administrative theory sufficient to oversee the design, implementation and evaluation of public program and financial reporting systems.

Demonstrated skills and abilities to manage complex projects over a significant period of time (1+ years)

Effective public speaking and presentation skills and the ability to communicate technical concepts to a wide range of partners.

Ability to:

Effectively represent the MPCA before a variety of groups relative to social, economic and environmental issues.

Work in partnership with other State Departments and Federal Agencies to provide funding to complete projects.

Work with technical consultants and analyze their work products.

Identify and evaluate information/data and develop policy and program management recommendations and to conceptualize alternative solutions to complex issues and convey them to diverse audiences.

Effectively persuade others to find workable solutions to complex problems and negotiate effectively with program governmental unit applicants.

Physical Requirements

Must be physically capable of moving about on Municipal work sites. May be required to stand and walk and step over obstacles in uneven terrain.
