Instructional Systems Designermust analyze, design, develop and evaluate courses and training programs for personnel of the Department of Energy (DOE) and DOE contractors using a Standardized Approach to Training (SAT) process and following established course development policy and procedures. The individual must further be able towork collaboratively with NTC instructors and subject matters experts (SMEs) to produce classroom, scenario-based, and online courses and engaging and effective instructional and training materials and job aids that utilize state-of-the-art instructional strategies and techniques.

The Instructional Systems Designer III’s responsibilities and duties are as follows:

Description of Responsibilities:

  • Collaborate with other team members to design engaging and effective instructional materials utilizing varying instructional strategies and techniques.

  • Act as project manager for the course planning and developing process, write project plans and ensure milestones are met, and submit deliverables as scheduled.

  • Develop and provide recommendations for interface design, sequencing of instruction, and use of needs assessments and job analyses.

  • Design course materials for classroom, scenario-based, and online training environments in accordance with DOE and other applicable instructional design principles.

  • Assess performance outcomes to determine instructional effectiveness of course materials. Continually explore new technologies for potential application to instructional problems and associated performance improvement efforts.

  • Comprehensive understanding of the fundamental principles of Human Performance Technology (HPT) that involves a wide range of interventions drawn from other disciplines including behavioral psychology, instructional systems design, organizational development, and human resources management.

  • Applies and follows basic safety and security concepts and policies.


Degree/Education/Certification Requirements:

  • Bachelor’s degree from an accredited college or university in human performance technology, training, or related training-specific area with a minimum of 4 years of related work experience.

Required Skills and Experience:

  • Must execute and provide assistance in executing training product design and maintenance to meet company objectives.

  • Must determine and provide assistance in determining appropriate training methodologies and ascertaining what is best for specific projects.

  • Must communicate clearly both in writing and verbally.

  • Must partner with other teams to ensure effective product development and maintenance. Provide technical guidance to other instructional designers doing the same.

  • Must use and assist in the development of systems and controls to ensure compliance with quality standards.

  • Commitment to company values.

  • Unquestioned integrity and qualification for government security clearance.

Desired Skills and Experience:

  • Instructional System Designer background, or experience in instructional technologies.
