Civil Service, Department of Project Manager 1 (NY HELPS) in Albany, New York

NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS (NY HELPS): Project Manager Trainee 1:

A bachelor's or higher degree.

Project Manager Trainee 2:

Either 1. One year of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; OR 2. A master's or higher degree; OR 3. Current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); OR 4. Current certification from the Project Management Institute as a Project Management Professional (PMP).

Project Manager 1: Either 1. A bachelor's degree AND two years of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; OR 2. A bachelor's degree and current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); OR 4. A bachelor's degree and current certification from the Project Management Institute as a Project Management Professional (PMP).

COMPETITIVE QUALIFICATIONS: You must be reachable on the current eligible list or eligible for transfer.

52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55 B/C service in a title eligible for transfer and determined to be similar by Civil Service.

SUBSEQUENT 55B/C QUALIFICATIONS: A subsequent 55 B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55 B/C service in an eligible position allocated to Grade 16. To be considered, you must provide a copy of your letter of eligibility with your response.

55 B/C QUALIFICATIONS: Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. Strategic Planning and Innovation performs management activities designed to set priorities, focus energy and resources, strengthen operations, and ensure that employees and other stakeholders are working together to achieve measurable results. This office is providing project oversight for several initiatives that will transform the way the Department delivers services to partner agencies and to the public, and this position will play an important role in ensuring the success of these modernization efforts.

This vacancy is for multiple position's within the Strategic Planning and Innovation Division.

Under the direction of the Project Manager 2 of the Office of Project Management (OPM), the Project Manager 1 will help coordinate and support agency wide portfolio and project management activities. The Project Manager 1 will be responsible for managing projects assigned to the OPM within the Department of Civil Service and will provide backup and support to the Project Manager 2.

Duties include, but are not limited to the following:

• Develops or uses pre-existing project management plans and documents to coordinate and support the activities of a project team.

• Participates in reviewing project proposals or plans to define scope statements.

• Documents project requirements.

• Determines project start and end dates and establishes critical milestones within the project schedule.

• Records and reports schedule progress and project expenditures.

• Records quality metrics concerning the project and product performance.

• Compiles project reports and communicates project status.

• Interacts with stakeholders and coordinates the activities of the project team to ensure that the project objectives are met.

• Designs, develops and/or refines templates to support project management.

• Prepares project portfolio or project inventory reports.

• Organizes and maintains a project management library, project tools repository, project management software, or a project management website.

• Assists a higher-level Project Manager or program manager on more complex projects.

• May lead or facilitate project meetings.

• May plan and conduct project analysis sessions, such as project close-outs and Joint Application Design (JAD) sessions.

• May assist with the development of requests for proposals (RFP).

• May train agency staff in basic project management processes and tools.

• May be required to travel to Civil Service testing sites for project coordination around NYS.
