The Research Foundation for SUNY Application Development Manager in Albany, New York

The Research Foundation's (RF) Information Technology Services (ITS) team is responsible for supporting and enhancing business applications, processes and tools that support the State University of New York (SUNY) research administration's strategic vision and goals in areas of student opportunity, Research & Development investment, entrepreneurship, technology commercialization, and industry engagement. The Application Development Manager is responsible to lead the Application Development team to support and extend the functionality of our business applications.


Staff Management - The incumbent manages Application Development staff, evaluates performance, mentors, and plans career paths, and ensures human resources (HR) policies are followed. Duties include but not limited to:

  • Ensure the Application Development team has the necessary time and tools required to perform their responsibilities.

  • Foster and contribute to a culture grounded in people development, learning, problem solving, and teamwork.

  • Establish priorities and set direction for the team based on the needs of the business as well as ITS strategic direction.

  • Identify the skill gaps within the team and develop a training plan.

  • Perform full range of supervisory responsibilities.

Production Support - The incumbent drives the support of Production business applications including defect resolution of customizations and enhancements and work with 3rd Party Vendor support to resolve standard functionality defects. Duties include but not limited to:

  • Establish protocols for issue resolution.

  • Ensure the team responds quickly to Production defects to assess criticality and restore application and/or functions in a timely manner. Document Root Cause Analysis (RCA) for preventative measures

  • Available for on-call or after-hours support, as needed.

System Development Life Cycle - The incumbent delivers innovation, automation, and enhancement solutions that advance business application capabilities. Duties include but not limited to the oversight and participation in the below activities:

  • Translate business requirements into technical design solutions within the application and technology standards.

  • Prioritize project tasks and service requests to meet project timelines and customer support agreements.

  • Maintain a continuous improvement model to ensure ITS services are provided effectively and efficiently.

  • Review current technology trends and application/technology supported versions to ensure business applications are secure, stable, and prepared to meet future demands.

  • Design, develop, test, and deploy enhancements and fixes in an effective, efficient, and secure manner.

  • Develop and maintain technical documentation to aide in future development and troubleshooting defects.

  • Adhere to Change Control policies and procedures to prevent unplanned outages.

  • Collaborate with Business Analysts to understand business requirements, propose design solutions and communicate.

  • Ensure that appropriate process and documentation is established to support development efforts.

    Job Requirements:

Mandatory Skills & Qualifications:

  • Experience in providing oversight to application development team in the below technologies:

  • Oracle E-Business Suite (EBS)

  • Oracle Business Intelligence Enterprise Edition (OBI EE)

  • Oracle Service Oriented Architecture (SOA)

  • Informatica

  • Automic Workload Automation (Appworx)

  • A minimum of 7 years' experience with Oracle EBS, SOA, and/or OBI EE application development, integrations, and customizations.

  • Excellent Oral and written communication skills.

  • Critical thinking and problem-solving skills.

  • Teamwork and collaboration.

  • Experience leading an enterprise application development team.

  • Experience in both waterfall and agile methodologies.

Desired Skills & Qualifications:

  • Development, deployment and troubleshooting Java, Java script applications.

  • Development and troubleshooting Unix shell and python scripts.

  • Development of Oracle APEX applications integrated with Oracle EBS.

  • Design and testing of web application security standards.
