About the Position:

Located in the scenic Hudson River valley, only 50 miles from New York City, the U.S. Military Academy at West Point is a four-year academic institution, a nationally-renowned historic site, and the oldest continuously occupied military post in America. The undergraduates, known as cadets, are commissioned as officers in the U.S. Army upon graduation. You can watch them on parade or competing as intercollegiate athletes in a wide range of sports events. As a military installation, West Point is a small, self-contained city with housing for the military stationed here in support of the Academy, a Department of Public Works to maintain the roads, grounds and facilities, a military hospital, fire department, chapels and restaurants. West Point's 3,000 civilian employees have access to Eisenhower Hall Theatre, the Hudson Valley's premiere performing arts center, and to recreational facilities such as an 18-hole Golf Course and Ski Slope.

You will serve as Protocol Specialist, United States Military Academy, West Point, managing distinguished visitor itineraries/major events and conferences for the Academy. Some of the duties you will perform as a Protocol Specialist include:

  • Provide protocol support for a variety of Academy sponsored activities, including conferences, recurring Academy events, parades, international dignitary visits, football games and graduation.
  • Arrange for social functions, ensuring appropriate selection of invitees, agenda coordination with appropriate USMA leaders and staff.
  • Represent USMA at meetings related to planning, organization or execution of conferences and special activities held at USMA. Review and prepare policy briefs and make recommendations relative to proposed changes to policies and organization procedures, special studies, reports and presentations made by staff.
  • Provide leadership and direction to escort officers, protocol assistants and cadets when assigned to assist with protocol missions.
  • Provide leadership and guidance to activity or other protocol officers in tasks related to mission performance. In the non-temporary absence of the Chief and Deputy Chief, and Senior Protocol Specialist, act as Office Head in authorizing and concurring with staffing documents, correspondence, and certain procedural or policy statements.

Experience required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience which includes: 1) Providing protocol support for sponsored activities such as parades, graduations, sporting events, distinguished guests, etc.; 2) Coordinating conferences, visits and meetings for distinguished guests; and 3) Providing protocol advice and guidance to management (e.g. social courtesies, recommendations to policies and procedures, and purchasing gifts). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service GS-07.

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-07 grade (or equivalent).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs, Human Resources, Management. (Note: You must attach a copy of your transcripts.).


Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
