This position exists to perform project management activities related to the Conceptual Drinking Water Supply Plan under terms of the 2018 3M NRDA Settlement Agreement with 3M (3M Settlement). The incumbent will be the primary MPCA contact for a subset of east metro communities included in the 3M Settlement. The incumbent will work closely with the 3M Settlement program coordinators to manage the Conceptual Drinking Water Supply Plan projects, as well as to support overall settlement activities in the group, such as developing work group and public meeting presentation materials, database management, and report writing. The incumbent will also support the private well sampling program and Superfund sites by working with other environmental specialist and hydrologic staff through various activities, including project management, coordination of private drinking water supply well sampling, and coordination with MDH.

Minimum Qualifications

Bachelor’s degree in Environmental Science, Hydrology, Geology, Hydrogeology, Water Resources, Soil Science or related field and 2 years of professional experience doing professional-level project management of environmental protection or pollution control experience.

OR

Master’s degree and 1 year of professional experience doing professional-level environmental protection or pollution control experience that includes environmental investigations with an understanding of the principles of remediation, soil, ground water, surface water and soil gas investigations.

OR

THREE years professional-level experience in professional-level environmental protection or pollution control experience that includes environmental investigations with an understanding of the principles of remediation, soil, groundwater, surface water and soil gas investigations,

All candidates must:

Have the ability to develop and implement contracts and work plans; independently complete assignments in a timely manner; mentor and serve as a team member; and understand the economic and social impact of environmental decisions.

Good communication, interpersonal and collaboration skills needed.

Must have sufficient planning/organization skills to perform senior-level professional work.

Possess a valid Driver’s license (see additional requirements).

Preferred Qualifications

Bachelor's degree or higher in Environmental Science, Hydrology, Geology, Hydrogeology, Water Resources, Soil Science, or other closely related environmental field.

Experience with environmental investigations and cleanup of contaminated properties.

Knowledge of the overall state and federal environmental regulatory framework related to environmental investigations and cleanup of contaminated properties.

Demonstrated ability to effectively manager projects from beginning to end with high attention to detail.

Advanced written and verbal communication skills. Experience with communicating to various internal and external audiences on topics related to human health or environmental projects.

Experience in developing, implementing and administering grant programs and contracts.

Familiarity with GIS.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one, which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. The incumbent will be required to visit field sites that may have rough terrain.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check. Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
