We offer a hybrid 3-2 work schedule (three days in the office, two days of teleworking) to accommodate the need for flexibility.

Job Summary

This position focuses on FERC related matters for Dominion Energy. Advises clients on FERC related regulatory strategy and compliance issues. Participates in FERC Enforcement investigations and ensure compliance with FERC, NERC and DOE regulations. Manages issues related to rates and non-rate tariff terms and conditions of service before FERC and RTO/ISO's. Monitors, develops comments on, and summarizes the business and regulatory implications of new federal and state court decisions, regulatory developments, and general trends in the electric and natural gas industry. Reviews and provides guidance on stakeholder proposals and positions within regulatory bodies such as PJM, ISO-New England or FERC and assist in drafting the Company's positions for presentation to and advocacy in stakeholder processes. Applies and/or develops expertise in applicable energy tariffs and advises clients on their requirements.

Advises a diverse range of clients on legal and regulatory matters and develops strategies for addressing within context of overall business plan. Consults with outside counsel and reviews outside counsel billings. Drafts and interprets routine documents, and negotiates routine matters unaided, while acquiring knowledge about the company, and learning from experience in one or more practice areas. Provides support to more senior FERC regulatory counsel and performs less complex aspects of higher-level roles. Conducts legal research and analysis within identified areas of law, specifically including state and federal laws, regulations and FERC proceedings involving electric matters. Drafts legal memoranda for more senior counsel review. Performs project work under general supervision of more senior counsel.

May direct, monitor and coordinate outside counsel and internal resources in connection with the provision of legal services, i.e., responding to data requests, hiring outside experts, coordinating company experts, preparing witnesses for hearings and site visits, and general overall responsibility for developing strategy for administrative proceedings, trial or settlement.

Required Knowledge, Skills, Abilities & Experience

Counsel - 7+ years of relevant experience.

Sr. Counsel - 8+ years of relevant experience

Specific knowledge, skills, abilities and experience:

  • Experience with, and knowledge of FERC, DOE and other federal public utility laws, regulations, and issues, rates, non-rate tariff terms, FERC/DOE compliance, or other legal matters related to the public utility and electric energy industry.

  • General understanding of law and associated regulations.

  • Informed, reliable, and diplomatic in client meetings.

  • Experience in matters involving electric transmission companies, electric generating companies, wholesale energy and capacity markets, RTO/ISO tariffs and stakeholder processes.

  • Self-motivated with a strong work ethic, excellent interpersonal skills, and capable of working independently and collaboratively within a team.

  • Must have the ability to work under pressure and meet tight deadlines.

  • Proven ability to work independently and collaboratively within a team.

  • Adaptability to evolving needs and best practices.

  • Excellent written and oral communication/presentation skills.

  • Ability to digest complex material and present key takeaways in succinct, cogent manner.

  • Strong interpersonal skills, with a client-service orientation and the ability to work well in teams.

Education Requirements

Required Bachelor of Arts or Bachelor of Science and Juris Doctor

Licenses, Certifications, or Quals Description

State law license required.
