PURPOSE OF JOB

Telesat is launching a state-of-the-art satellite constellation of highly advanced satellites in low-earth-orbit that will seamlessly integrate with terrestrial networks. The global network will deliver fiber quality throughput anywhere on earth. We are growing quickly and are currently in need of an experienced and professional Configuration Control Coordinator / Specialist to join our team.

The Telesat Lightspeed Configuration Control Coordinator / Specialist will report to the Lightspeed Manager, Configuration Management & Change Control and will be responsible for the execution of Configuration Control processes, procedures and other related activities required to support the Lightspeed work.

The Configuration Control Coordinator / Specialist will require a good working knowledge of Configuration Control processes and procedures with experience working with best practices standards such as CM2, ANSI-EIA 649, or ISO 10007. The primary responsibility of the Configuration Control Coordinator / Specialist will be to manage the processing of Change Requests (CR), Change Proposals (CP), and Requests for Variance (RFV) from initiation through to approval and implementation while ensuring the accurate, timely and effective coordination, control, review, approval and management of change.

In addition, the Configuration Control Coordinator / Specialist will perform document management related duties and act as the change control subject matter expert, coaching, supporting and guiding Lightspeed Program personnel in the use of Configuration and Data Management tools, process and related procedures.

This position is within the Lightspeed Program Management Office and will support various technical segments.

Main Responsibilities:

  • Manage the assignment of change document identifiers

  • Log registered changes and maintain status in the Lightspeed Change Log

  • Coordinate the processing of proposed changes to ensure they are properly prioritized and flow through the correct change process workflows based on established criteria

  • Assist in the prevention of unauthorized change through the monitoring of the Configuration Control Processes

  • Analyze change related data to ensure conformity to Configuration Control, Business, and Regulatory/Security standards

  • Support the Manager, Configuration Management & Change Control in the planning, preparation and execution of Lightspeed Configuration Control Boards through the preparation of agendas, scheduling of meetings, and the recording and distribution of minutes, actions, and decisions

  • Record CCB decisions and update status in the Lightspeed Change Log

  • Obtain CCB Approval and change document signatures

  • Prepare and distribute Change Notices as required

  • Follow up on and ensure that work required as a result of an approved change has been completed/implemented

  • Work with various business and technical personnel to provide subject matter expertise on Configuration Control processes, procedure, standards, and systems

  • Support the definition, development, implementation and improvement of CM processes, procedures and systems

  • Define/Update Training for Configuration Control and Configuration Management

  • Participate in continuous process improvement activities by identifying and driving improvements that will make the Change Control and Configuration Management processes more efficient, reliable, and cost effective

  • Support Configuration and Quality Management Audits

Document and Library Management Support:

  • Manage the assignment and recording of document identifiers

  • Log and capture program documents (including CDRLs and other subcontractor deliverables) and maintain status in the Lightspeed Document Library

  • Maintain the Lightspeed Document Library and manage access to all program data, files, reports, briefings, drawings and documentation (internal and contractor-delivered)

  • Work with various business and technical personnel to track and record document development status

  • Generate Release Notices as required to notify the Lightspeed Program of received, completed and approved documentation

  • Assists in data searches for historical documents

  • Support Program and Technical Reviews by distributing and maintaining Briefings and Objective Evidence

  • Ensures the data storage locations are adequately secured, backed up, and safe

  • Support the definition, development, implementation and improvement of Document Management processes, procedures and systems

  • Define/Update process and training material for document management

Education & Experience required:

  • Bachelor’s Degree, Library Information Science/College Degree in Information and Library Technologies related field or equivalent combination of related experience and education (each two years of related experience can substitute for one year of education)

  • 3-6 years of related experience in Data Management and/or Configuration Management Proficiency

  • Formal training or certification in the use of Configuration Management standards such as CM2, ANSI-EIA 649, or ISO 10007 or applicable experience as an ITIL Change Manager/Coordinator

  • Strong verbal and written communication skills in dealing with clients, internal and external stakeholders, senior management and staff

  • Ability to effectively communicate with technical and non-technical individuals

  • Experience with multi-disciplinary, high-performing system or product development teams

  • A team player, collaborative and independently driven

  • Must demonstrate a flexible, open-minded attitude and have strong interpersonal skills

  • Experienced and skilled in the use of Microsoft Office – Intermediate Level

  • Bilingual in English and French is an asset (but not required)

Decision Making & Supervision:

  • In this role, the incumbent will significantly influence the execution of the applications and infrastructure for the Lightspeed program. They will need to make recommendations and decisions based on their experience

  • This role has no direct reports, but will work and interact with multi-disciplinary engineering, contracts, legal, and commercial teams

Working Conditions:

  • Working conditions are typical of an office environment

  • Occasional travel, including international travel, is possible

The successful candidate must be able to work in Canada and obtain clearance under the Canadian Controlled Goods Program (CGP)
