JOB OVERVIEW

Ontario Power Generation (OPG) is looking for a business-minded, results-oriented and experienced leader to join its Supply Chain team in the role of Vice President Supply Chain Operations. Reporting to the Chief Supply Officer, the Vice President Supply Chain Operations plays a critical role with planning, sourcing and delivery of the Supply Services across the business units of the Company. This role will also be accountable for providing overall direction for all aspects of sourcing and planning, including procurement, quality oversight, audit, inspection, and performance reporting.

KEY ACCOUNTABILITIES * *

  • Contribute to Strategic planning across OPG, especially with OPG leadership on commercial strategies and planning for all projects across the business.

  • Ensure Supply Chain input and alignment with Enterprise strategies through purchasing decisions.

  • Build and maintain client/partner relationships with Business Unit leads and OPG internal and external stakeholders.

  • Understand the supply needs of the business and establish the long-term supply strategies and tactical plans to support Business Partners in the Enterprise.

  • Lead in negotiations with vendors for sourcing initiatives and other commercial arrangements across OPG, and for all purchases to service Business Partners, including strategic alignment of purchases, shipping, storage and inventory management to support the business plan, business unit costs and financial impact on budgets.

  • Continuously assess the state of Supply Chain, its practices, people, information technology solutions and business partner support.

  • Ensure appropriate actions and programs are in place to support ongoing and long-term delivery of continuous process improvement, utilizing industry best practices, benchmarking and business partner needs assessments.

  • Develop and own succession and development plans for all staff to support organizations across.

  • Deliver all supply related Operations functions in support of the day-to-day operations of the generating stations (procurement, receipt inspection, vendor quality inspection, performance reporting, warehouse management, emergent customer response program, service desk, logistics).

  • Develop demand plans and provide daily and ongoing direction to procurement and sourcing staff which will eliminate stock outs and establish stocking levels in line with established parameters.

  • Measure vendor performance through the use of appropriate reporting and mechanisms, ensure the use and review of audit programs, and provide oversight on material provided to the user for improving vendor quality issues and overall performance.

  • Perform Supplier Relationship Management, through consistent measures, communications and best practices, from an Enterprise view, to support strategic vendor management at OPG.

  • Contribute to Strategic planning across OPG, especially with OPG leadership on commercial strategies and planning for all projects across the business.

  • Understand and liaison as required with OPG Provincial and Federal Shareholder Relations and shareholder/government bodies.

  • Develop and execute strategies that lead to master service agreements, Vendor of Records and strategic commercial arrangements.

  • Establish strong interface with Engineering and Asset demand groups to ensure integration and demand signals support strategic procurement.

  • Manage and perform inventory duties to support the operating stations and meet annual inventory count requirements, integrated with OPG Finance expectations.

  • Provide ongoing communications and integration of key stakeholders to ensure awareness of Inventory levels in order to manage material within the end of life provision accounts.

  • Accountable to ensure an adequate and responsible, informed surplus program exists and is executed annually to support management of inventory.

  • Accountable to ensure the customer/business partner station interface is adequate, user-friendly and utilizing modern technology to ensure efficient and accurate information is provided to the customers.

  • Accountable for the implementation of and management of the Catalogue of materials available for direct purchase by OPG users. Monitor and trend purchases, savings, new vendor opportunities and competitive options for pricing and expedient delivery to customers.

  • Accountable for the structuring and ongoing management of a customer service desk. Service Desk Analysts responsible for management of Business Partner, Supply Chain and Vendor inquiries and support (how-to’s, profile set-up/updates, status & escalations)

  • Accountable for Purchasing of Materials to support all parts of the OPG business, including operations, outages, online maintenance, in Nuclear, RG and Corporate.

  • Ensure reports are produced to support Supply Chain activities, including strategic and operational. Sufficient operational and forward looking metrics and forecasts are expected to be managed by the VP and align with OPG, station and supply chain targets.

  • The delivery of best-in-class tools and technologies to enhance the Supply Chain organization’s performance and operations. Accountable for utilizing the data management system to analyze short and long term demand planning signals, trends, rework, inventory trends, operational cancellations, future outages analysis) and ensuring high priority metrics and KPI’s are developed and managed to meet operational goals.

  • Other Duties as required.

EDUCATION

  • University degree in Science, Engineering, Business or related field is required;

  • Supply Chain Management Professional Certificate (SCMP) completed or working towards;

  • Lean Six Sigma Certification or Project Management Professional (PMP) designation is an asset; and

  • Master of Supply Chain Management (MSCM) or Master of Business Administration (MBA) is an asset.

    QUALIFICATIONS

  • Minimum ten years of progressive management experience in supply chain within heavy construction, infrastructure, energy and/or in large complex/multi-divisional organizations;

  • Extensive knowledge of risk management and mitigating strategies associated with development, negotiation of and implementation of major project contract, including understanding and incorporation of OPG’s critical parts and services requirements, to mitigate cost and security supply issue.

  • Proven ability to look critically at supply chain services and be a leader within the business unit and a collaborative partner with Line/Projects;

  • Experience leading teams of supply chain professionals and overseeing with contracts with spend over 100 million dollars;

  • Highly developed executive management and facilitative leadership skills;

  • Experience with the legal aspect of contract management is an asset;

  • Demonstrated analytical and creative thinking skills to examine, build and negotiate contracting strategies;

  • Demonstrated ability to lead by engaging people in a strategic plan which results in a culture of continuous improvement;

  • Must have ability to assess risk, compare risk of alternatives, and be able to balance the risks and potential business benefits associated with a particular course of action;

  • Demonstrated verbal and written communication skills including being able to effectively interface with executives and stakeholders within and outside of the Company;
