Major Responsibilities:

Reporting to the Manager, Parkland Acquisitions, the incumbent will lead the City's parkland acquisitions program in a manner that grows the City's parks system and supports implementation of the Parkland Strategy, Ravine Strategy and the Parks, Forestry and Recreation (PFR) Facilities Master Plan and other City objectives. The incumbent will lead and supervise a team tasked with delivering the full range of land acquisition and transaction matters relevant to the division. The primary function associated with this position is to ensure the protection and provision of adequate parkland and facilities through parkland acquisitions, land exchanges, transfers of operational management, and implementation of PFR's Strategic Plans. The major responsibilities include but are not limited to the following:

  • Supports the Manager to lead the division's proactive and strategic parkland acquisition work program, including the identification of priority acquisition areas, assessment of opportunity sites, recommendations related to timing and phasing, identification of available funding sources and coordination with related capital projects and planning studies.

  • Manages delivery and/or review of parkland acquisitions, jurisdictional transfers, land exchanges, disposal requests, easements, and related transactions from a divisional perspective, which involves negotiating, securing and delivering land, facilities and benefits for park, forestry and recreation purposes and protecting parkland..

  • Manages the preparation and implementation of divisional business cases supporting acquisitions and jurisdictional transfers of land for parkland and recreational purposes, including commissioning and overseeing required environmental and other due diligence to conform with the requirements of the Municipal Code, Official Plan and other relevant legislation and policies.

  • Prepares, researches and recommends planning opinions on whether land exchanges, disposals or other realty proposals conform to the Official Plan.

  • Ensures that parkland land acquisitions and transfers reflect what has been approved by Council and meet divisional and corporate approvals and protocols.

  • Provides input in the development of the division's capital budget and 10-year capital plan and the division/branch/unit's annual budget, utilizing information on capital, operational and staffing requirements, known pressures and required adjustments.

  • Works with the Manager to administer the approved parkland acquisitions budget, collaborating with capital and financial colleagues to track expenditures and account balances and identify appropriate funding. Prepares memos and motions to secure senior leadership and/or Council approval of recommended projects including proposed funding, as required.

  • Develops briefing notes and reports for presentation to senior management, standing committees, partners, and Council for strategic decision making; prepares and submits correspondence to the Manager, Director, General Manager, various Council Committees and Boards of Management.

  • Provides planning support and expertise regarding parkland and recreation planning and real estate matters to other City divisions, agencies, boards, commissions, Councillors, development industry, stakeholders and the general public.

  • Represents the City and the division as an expert PF&R planning witness at the Local Planning Appeal Tribunal (LPAT) or other mediations, tribunals or hearings for matters related to parkland and recreation facilities planning, including investigating, documenting and preparing evidence, as required.

  • Represents the division/branch, supports the Manager and Director and advances the division’s mission and goals and strategic corporate initiatives by providing leadership and technical expertise at project, community consultation and Committee meetings and meetings with Members of Council, service providers, various levels of government, outside agencies, and other stakeholders.

  • Cultivates effective working relationships and works collaboratively with partner branches within PFR and other partners internal to the City of Toronto, including Corporate Real Estate Management, City Planning, Transportation Services, Toronto Water, and Agencies such as CreateTO.

  • Ensures quality customer service by providing timely, cost effective and optimum delivery of services. Investigates, reviews, approves and implements appropriate action(s) for satisfactory resolution related to issues that arise from deputations at Standing Committee(s) or Community Council(s), including issues, complaints and/or general inquiries received from Members of Council and the public.

  • Provides support with on-going strategic planning and development of city-wide service direction, policies and procedures, in consultation with other City divisions, government agencies, development industry, and stakeholders.

  • Provides project management support and leadership within the branch as a member of a self-directed work team.

  • Manages assigned projects and staff; motivates, mentors, coaches, supports and trains staff, ensuring effective teamwork, high standards of work quality and organizational performance, and promotes continuous learning, innovation and knowledge transfer.

  • Supports branch and divisional leads in the design, implementation and utilization of evidence-based performance measures including supporting collection and application of relevant data, while applying an equity lens and with regard to City strategic goals.

  • Ensures compliance with and understanding of the Collective Agreements covering unionized City workers, corporate and divisional policies, procedures, guidelines, and City by-laws.

  • Works with other PFR branches and provides support and advice related to capital planning to determine the division's operating impact on capital.

  • Develops, reviews and implements detailed plans and recommends policies/procedures and guidelines regarding program-specific requirements to ensure compliance with Council, corporate and divisional directives.

  • Supports communication required for projects that may garner media attention and recommends course of action and ensures the Manager is apprised of issues impacting the service delivery of operations.

  • Supervises the day to day activities of assigned staff including the scheduling, assigning and reviewing of work. Identifies work programs, priorities and involvement for the affected staff.

  • Authorizes and plans for vacation and overtime requests for assigned staff. Monitors, evaluates and maintains records concerning staff performance and participates in staff investigations when required. Supports the divisional and corporate Labour Relations units in the grievance process, mediation, arbitration and terminations.

  • Supports the Manager to recruit, create interviews and written assessments, revise postings, create evaluation criteria and conduct testing, marking and interviews for permanent, temporary full time and part time job competitions.

  • Ensures that quality of work and service meet corporate and divisional standards and employees are trained to perform work in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Ontario Building Code, Technical Standards and Safety Authority (TSSA), Fire Code, Electrical Code and the Occupational Health and Safety Act (OHSA), etc.

  • Acts as a Supervisor under the definitions of the Occupational Health and Safety Act, and ensures the creation, development, modification and implementation of adequate training, safety equipment and safe work procedures are in place

  • Acts as signing authority for payroll, purchasing project management and design/construction as required

  • Prepares and/or authorizes administrative forms such as DPO, purchase orders, work orders and timesheets.

Key Qualifications:

  1. Post-secondary education in adiscipline pertinent to the job function (i.e. Planning, Urban Geography, Environmental Studies, Real Estate).

  2. Extensive experience in project management and the delivery of complex parks, recreation and city-building projects, involving a high degree of land use, real estate and/or design expertise.

  3. Extensive experience working with elected officials, consultants, community groups and other external stakeholders, including considerable experience handling negotiations and Council and committee matters related to land use planning and real estate.

  4. Extensive experience with public consultation principles and techniques, communications, conflict resolution and working as an effective liaison between stakeholders (e.g. elected officials, internal and external client groups, members of the public).

  5. Considerable experience with team leadership and supervising staff and a demonstrated commitment to team-building, coaching, knowledge transfer and continuous improvement.

  6. Considerable experience overseeing the procedures, practices, legislation and required approvals for land acquisitions, jurisdictional transfers, land exchanges, environmental and other due diligence, and realty matters relevant to Parks, Forestry and Recreation.

  7. Considerable experience with financial oversight and budgeting, including ability monitor the approved capital budget for land acquisition and to support the Manager with preparing the Division’s/Branch’s/Section’s annual capital budget submission.

  8. Ability to handle confidential and sensitive materials.

  9. Working knowledge of the Occupational Health and Safety Act and Regulations, related collective agreements and labor relation legislation.

  10. Proficient in the use of corporate software applications.
